Report antisocial behaviour

Antisocial means behaviour which causes, or is likely to cause, harassment, alarm, or distress to our community. Nuisance means behaviour which unreasonably and substantially interferes with peaceful enjoyment.

Below are the different examples of antisocial behaviour and guidance on who to contact for each type.

Reporting different types of antisocial behaviour

  • Animal cruelty: Report to the RSPCA on 0300 1234 999
  • Drug dealing: Report to the police first, then let us know too
  • Graffiti: Report to us
  • Harassment: Report to the police first, then let us know
  • Illegal dumping: Report to us
  • Littering in our areas: Report to us
  • Loud music and regular noise disturbance: Report to us. Lines are open from 9am to 5pm, Monday to Friday. If you need to report from Thursday to Sunday 8.30pm to 3.30am call Tower Hamlets Council on 020 7364 5000
  • Rowdiness: Report to the police first, then let us know
  • Violence: Report to the police first, then let us know

What will we do about antisocial behaviour complaints?

  • We offer support and advice to victims of antisocial behaviour, collaborating with the police, local councils, or community partners when necessary
  • We may ask for evidence from victims or witnesses, such as noise recordings, to help with our investigations
  • We’ll keep you updated on the progress of your report

What solutions are available for antisocial behaviour complaints?

  • We give written warnings to those causing problems
  • We offer mediation to help resolve conflicts peacefully
  • We create agreements with individuals to ensure acceptable behaviour
  • We refer those in need to services that can help them manage their behaviour

If none of the above works, we may need your help to obtain a legal solution, like an injunction against the perpetrator. If this is necessary, our Safeguarding Advisors will guide you through the court process.

Need more help?

If you’ve reported an ongoing problem and feel it hasn’t been resolved, you can ask the Tower Hamlets Council Community Safety Partnership to review your complaints under the antisocial behaviour case review process (formerly the community trigger process). This should be used only if no action has been taken after repeated reporting to relevant services including the police or Poplar HARCA.
